Raines was actually heard crying at a junkyard when a couple was going for a walk.  Lucky for him he has big lungs.  The couple rescued him from the junk yard and took him in.  They could not keep him so they brought him to us to find him a home.  Raines is such a sweetie that he needs to find a loving home of his own.
